What is the purpose of the project?

  • Improve Pedestrian Safety, Accessibility and Connectivity
  • ADA (Americans with Disabilities Act) Compliant Sidewalks and Pedestrian Ramps
  • Lane Reductions
  • Aesthetic Improvements
    • Green Medians, New Landscaping, Replace Benches, etc.
  • Repave Roadway and Repair Damaged Infrastructure
  • Install a new signal and crosswalk at the Belair Road and Mayfield Avenue intersection.

Where will the project be taking place?

The project will take place along a 0.33-mile stretch of Belair Road, from Mareco Avenue to Kentucky Avenue, and a 0.14-mile section of Erdman Avenue, from Harwell Avenue to Annetta Avenue.

What lane reductions will be performed?

Northbound (NB) Belair Road, Lane Reduction:

  • Reduce two NB lanes to one NB lane
  • Traffic Study performed
    • One NB lane with left turn lanes is adequate for existing and projected traffic volumes

Eastbound (EB) Erdman Avenue, Lane Reduction:

  • Reduce two EB lanes to one EB lane east of Belair Road
  • Lane reductions will reduce traffic speeds and provide space for curb bump-outs
    • Provides a safer environment for pedestrians and motorists
  • Pedestrian safety has priority over vehicular traffic
    • Follows Baltimore City Complete Streets Ordinance and Design Guidelines

What improvements will keep people safer?

Slower Traffic Speeds

  • Lane Reductions (traffic study indicated that lane reductions acceptable)
  • Curb bump-outs (traffic calming)

Safer Crossings

  • Green medians (pedestrian refuge space)
  • Curb bump-outs
  • New signal and crosswalk
  • New traffic/pedestrian signals at three Belair Road intersections at Erdman Ave, Lake Ave, Brendan Ave
  • New signing and pavement markings (wide, more visible crosswalks)'

Infrastructure Improvements

  • New ADA-compliant sidewalks and pedestrian ramps
  • Roadway pavement rehabilitation
  • New traffic/pedestrian signals at three Belair Road intersections at Erdman Ave, Lake Ave, Brendan Ave
  • New signing and pavement markings
  • LED streetlights and pedestrian lights
  • Repairs: curbs, streetlights, inlets, concrete bus pads, etc.

Aesthetic Improvements

  • Streetscape amenities (replace benches and trash receptacles)
  • Green Medians (beautification)
  • Curb bump-outs (some new green space)
  • New Landscaping (with a Landscape Architect)

What are the current conditions?



What are the existing and proposed changes to the lanes?

Will businesses and homes still be accessible during construction?

Yes.

At least 1 travel lane will always be maintained, with no detours.

All bus stops will be maintained, and no impacts to the MTA bus schedule are anticipated.

What are the possible challenges to the project?

  • Federal Aid Process (may take time).
  • ROW clearance for new sidewalk construction (may take time).
  • SWM & ESC approval process (may take time).
  • Loss of some on-street parking due to curb bump-outs.
