What is this project

The Downtown Transportation Study is a planning initiative led by the Baltimore City Department of Transportation. Its purpose is to develop a strategic, high-level plan that will shape future capital projects and guide traffic operations throughout Downtown Baltimore.


The study will consider the impact from a variety of sources including:

  • Downtown Rise
  • MTA Redline Plans
  • MCB Harbor Place
  • Harbor Place 2.0
  • Baltimore City Comprehensive Master Plan

What is the goal of this study?

The goal is to create a set of recommendations that improve how people move through and experience Downtown. Specifically, the study aims to:

  • Improve pedestrian comfort and safety
  • Reduce pedestrian delays
  • Enhance transit operations
  • Increase traffic safety, reliability, and efficiency
  • Improve multimodal access for all users
