What’s Happening?

The Cold Spring Lane Traffic Calming project aims to improve safety for everyone traveling along this curved and hilly corridor near Morgan State University.

This 0.4-mile stretch, from just east of Overland Avenue to Grindon Avenue, has been the focus of multiple community meetings and design iterations based on resident input and crash data.

Our goal is to slow down traffic, enhance pedestrian safety, and provide clear, comfortable spaces for all road users.

Why This Area?

Between 2018 and 2023, 51 crashes occurred along this segment of Cold Spring Lane, with a high concentration—19 crashes—near Overland Avenue and Montebello Terrace.

Many were same-direction rear-end crashes, happening in daylight and resulting in property damage. The road's wide, single-lane configuration encourages speeding and offers little buffer between traffic and pedestrians.

What’s Changing?

To address these issues, we’re narrowing travel lanes and introducing new striping, signage, and buffers. These updates will:

  • Reduce travel lane width from 18' to 10.5'
  • Provide painted buffers and defined parking zones
  • Add crosswalks and stop bars at all minor streets
  • Refresh traffic calming features at Cold Spring Lane and Grindon Avenue
  • Improve signage for clarity and safety

What We Heard

Community engagement played a major role in shaping this project. After presenting Options 1 and 2 to local residents:

  • Option 1 (Parking on the North Side Only): 73% opposed
  • Option 2 (Parking on Both Sides): 77% opposed

Residents expressed concerns about visibility, turning safety, and parking impacts. We listened—and created a new concept that better balances safety, access, and community needs. Residents have requested refreshing pavement markings at Cold Spring Lane approaching Grindon Ave and request for a crosswalk across Cold Spring Lane.

What’s Next?

We’re moving forward with Concept 3, which reflects community feedback and technical analysis. Next steps include:

  • Finalizing the design for construction
  • Beginning construction along Cold Spring Lane from Overland Ave to Grindon Ave
  • Launching Phase II, which will study safety improvements from Grindon Ave to Harford Road
  • Continuing to gather feedback and share updates throughout the implementation
