    People who want it to be PED only know nothing about urban planning. This configuration is partly why the businesses declined there.

    That said, the street should be very pedestrian/bike friendly and designed for low car traffic. Cars will not use a low-flow road in lieu of Ensor St which is currently a traffic sewer, for better or worse....

    There is plenty of car access surrounding the mall. Any motorized vehicles in the main street will reduce its vibrancy and usability.

    No additional car access needed

    There is plenty of car access to the area. If anything, the area is strangled by stroads. If the goal is "improving the streetscape to restore access to businesses and create a safe, vibrant space for the community," then what is needed is improvements to the pedestrian infrastructure: traffic calming, increased integration with surrounding neighborhoods, improved lighting, streetscape beautification, etc. Let's be clear, Old Town Mall will thrive when it is a community resource; it will never succeed as a strip mall designed to attact customers from the county.

    Pedestrian only walkway. Delivery access to rear of properties. Brick/stone paving. Replicated gas lights. Seating & planters.
