What is the Hilton Street Complete Streets Resurfacing project?

Baltimore City Department of Transportation (BCDOT) is repaving Hilton Street from Edmondson Avenue to Frederick Road. During the repaving, BCDOT is also adding Complete Streets upgrades. Complete Streets means the street will be designed to be safe and accessible for people walking, biking, rolling, driving, and riding the bus.

The project runs through the Allendale, Carroll-South Hilton, and Saint Joseph neighborhoods. The project sits in City Council Districts 8 and 9. Public engagement for this project will occur in the summer of 2026.

Why is this project happening?

As part of all resurfacing projects, BCDOT reviews the corridor for Complete Streets treatments. Often this includes routine improvements like adding or refreshing crosswalks, narrowing travel lanes, and/or installing bump outs. Sometimes, depending on the context, more significant adjustments—ones that change the roadway configuration—are required. For example, if the project is on the bike master plan. For this project, Hilton Street from Monastery Avenue to Baltimore Street, overlaps with the separated facilities on the 2017 separated bike master plan and will receive additional multimodal upgrades on that portion.

The project has two parts:

From from Monastery Avenue to Baltimore Street, we will build a cycle track. A cycle track is a form of protected two way bike lane set apart from cars, providing people walking, biking, and rolling their own protected space. This part of Hilton Street is on the City's 2017 separated bike plan. This part is the Green section on the map below.

From for the rest of Hilton Street, we will add traffic calming. Traffic calming uses measures like improved road markings and shorter crossings to slow traffic and make streets safer. This part is the Purple section on the map below.

What will the improvements look like?

In addition to resurfacing the roadway, this corridor will receive Complete Streets treatments that support safer travel for all users like adding or refreshing crosswalks, narrowing travel lanes, and/or installing bump outs. Bicycle facilities along Hilton Street from Monastery Avenue to Baltimore Street will also be installed in alignment with the Separated Bike Master Plan.

To make a safe and separated path that people of all ages and abilities to enjoy, precast curbs, known as “pills", will be used in conjunction with flex post to create a separated barrier.

Bus stops along the cycle track will also be upgraded with "bus bulbs". These types of stops already exist throughout Baltimore City and provide level boarding access to users, allow the bus to keep in lane, and reduce conflict points, leading to improved boarding time and safety. What will the improvements on the rest of Hilton Street get?

All of Hilton Street will receive standard treatments to increase safety and access such as updated crosswalks, ADA ramps, daylighting, and bump outs. The sections not part of the bike master plan will only receive these treatments.
