• Present the latest design plans as it is nearing completion
• Give community members the opportunity to talk directly with DOT staff & project partners to discuss the design, ask questions, and share feedback prior to design completion
Project Information:
The N. Fremont Avenue Rehabilitation Project extends from Presstman St. to W. Lafayette Avenue, spanning approximately a ½-mile through the Upton and Sandtown-Winchester neighborhoods (Council Districts 7, 9, and 11). This corridor connects local traffic to US-40, US-1, Martin Luther King Jr. Blvd., and Russell Street (MD-295). The goal of this project is to rehabilitate this stretch of roadway into a safer, more accessible, and visually cohesive corridor, supporting residents/pedestrians, businesses, and visitors alike.
What Will Be Touched On:
From the last Community Meeting at the 65% Design Phase (Sept 2022), we shared proposed corridor improvements and gathered community feedback on safety, lighting, landscaping, and accessibility. Since then, the projects design has progressed to 95% completion incorporating updates based on public and stakeholder feedback:
- ADA-compliant sidewalk and ramp reconstruction (10,800 sq. ft. of sidewalks; 30 pedestrian ramps)
- Traffic-calming measures including speed tables, all-way stops, and bump-outs
- Pedestrian lighting and new landscaping (76 trees, 190 shrubs, turf grass sod)
- Street furniture additions of trash receptacles and benches
- Traffic signal upgrades: N Fremont Ave. & Presstman St., N Fremont Ave. & Laurens St., and N Fremont Ave. & W. Lafayette Ave.
- Coordination with DPW for a new, design & funded, water main utility system which will be constructed under this project
Utility Coordination
DOT is coordinating closely with DPW, BGE, and Verizon to ensure proper sequencing and to avoid rework before starting roadway construction.
Anticipated DOT Construction Start: Spring 2027 – Spring 2029.
