About this project
The Cecil Elementary Safe Routes to School Project is a community-driven project to improve safety of students, families, and residents traveling to and from Cecil Elementary School and the recreation center.
The project design includes:
A new crosswalk at the school’s entrance on Cecil Ave
New ADA ramps & “bump outs” at intersections next to the school
A elevated bus stop at 22 & Kirk for a better bus experience
On Cecil Ave from 22nd to 20th - It will become a one-way street (going southbound), with angled parking on the east side of Cecil Ave. There will be no parking loss.
Through traffic calming and intersection enhancements, the Cecil Elementary Safe Routes to School Project seeks to:
Improve traffic safety so that that children and families can safely walk, bike, roll, and travel to school.
Promote healthy and active lifestyles by creating safer routes to school.
Create more pedestrian-friendly streets that benefit the broader community.
Project Status
We completed initial design (30% plans) in April 2026, and are on track to complete design by Fall 2026. Learn more about the project history and upcoming milestone via the "Timeline" feature on the righthand side of this webpage.

The Cecil Elementary Safe Routes to School Project builds off of initial project planning by Cecil Elementary School, Greater Greenmount Community Association, and Central Baltimore Partnership. We are continuing to coordinate with these partners during the design phase.

Since then, our technical reviewers have been hard at work reviewing and providing feedback on the initial plans. We've also been coordinating with neighbors—meeting with the school administration, presenting to the Greater Greenmount Community Association, and doorknocking neighbors with Councilman Jones.
The 30% project design includes:
A new raised crosswalk at the school’s entrance on Cecil Ave
New ADA ramps & “bump outs” at the intersections
A elevated bus stop at 22 & Kirk for a better bus experience
Changing Cecil Ave from 22nd to 20th to a one-way street (going southbound) with angled parking on the east side of Cecil Ave. (There will be no parking loss.)

Cecil Elementary Safe Routes to School has finished this stage
Cecil Elementary School, Central Baltimore Partnership, Neighborhood Design Center, Greater Greenmount Community Association, in partnership with the City of Baltimore's Department of Planning, completed the initial community visioning for this project in 2021 - 2023. This included:
A walk audit in December 2021 with invited stakeholders to share their experiences walking, biking, and driving through the corridor.
A Cecil Elementary parent survey from February to March 2022 to collect data on how their children travel to and from school.
A walk audit in April 2022 to review preliminary designs with the school principal and rec-center manager.
Presentation of design recommendations to the Greater Greenmount Community Associations land use meeting in May 2022.
