As part of the Perkins/Somerset/Old Town revitalization project, we know you have questions about the future of Old Town Mall. Here’s what you need to know about the City's plans and how you can get involved.
What is the City’s plan for Old Town Mall?
The Baltimore City Department of Transportation is reimagining the historic Old Town Mall right-of-way. The goal is to redesign the publicly owned street while preserving its historic significance. This project will focus on improving the streetscape to restore access to businesses and create a safe, vibrant space for the community. The southern portion of Old Town Mall is being redeveloped separately from this project as a pedestrian-only space.
This map shows the expected pedestrian routes that will help connect the community to key locations within the mall and surrounding areas
What are the main goals of this project?
Enhance Old Town Mall's identity and sense of place with a new streetscape design.
Restore the historic right-of-way and allow vehicle access to the businesses along the mall.
Create a welcoming, safe space that encourages economic growth and builds stronger community connections.
This graphic highlights the plans for connecting Old Town Mall to the surrounding neighborhoods, making it easier for pedestrians to navigate and access the area.
What are the current issues with the site?
Lighting is unattractive and not pedestrian-friendly.
The bollards and pavement are outdated and in poor condition.
Random car parking and traffic interrupt the pedestrian flow.
Some businesses do not have loading areas.
Vacant lots and gated alleyways impede circulation.
What is not included in the scope of the project?
The project will focus on the publicly owned street and will not include:
Renovations or improvements to private properties next to the mall.
Decisions on the types of businesses that will operate in the mall.
The scheduling of events that may be held in the mall in the future.
Repair or reconstruction of utility services.
What will the new street look like?
The new streetscape will feature updated infrastructure, including better lighting, pedestrian access, and streets that blend historic elements with modern design.
